Our common interest development (aka HOA) with 1317 homes south of Corona in the Inland Empire of Southern California is basically a peaceful, tranquil setting at the base of the Cleveland National Forest. That is not to say that we don't occasionally, maybe even regularly have homeowner and HOA governance or management issues that help to spike temperaments and blood pressures alike for this 55+ community.  One of the best unofficial monitors of neighborhood politics is a website message board called  Trilogynow . It has been raining off and on for a couple of days this week in Southern California. How rare is that? The prolonged drought in this region has created a down-poor of media buzz and 'social current see' on water conservation and public policy about water management, particularly within homeowner associations (HOAs and CIDs). But even where rain is plentiful in the United States, if not worldwide, the value of water is a common discussion, as noted in the clips and links that follow. Whenever there is a statewide environmental problem like the current California drought, you can bet the problem is magnified for the 43,000+ homeowner associations (HOAs and CIDs) in the state. Water conservation in such communities where the look and feel of green landscaping is paramount, even mandated, a contradiction of goals and desires will certainly arise if irrigation is curtailed. Where homeowners have a collective and corporate obligation to maintain lawn conditions in near-pristine form, a lack of diligence to comply with CC&Rs will spark discipline, fines, and retributions. Jurassic Park is a 1993 American science fiction adventure film directed by Steven Spielberg. It is the first installment of the Jurassic Park franchise. It is based on the 1990 novel of the same name by Michael Crichton, with a screenplay written by Crichton and David Koepp. The film centers on the fictional Isla Nublar, an islet located off Central America's Pacific Coast, near Costa Rica Nicaragua border, where a billionaire philanthropist and a small team of genetic scientists have created a wildlife park of cloned dinosaurs. So what does the Spielberg creation have to do with HOAs?  Probably not much except that roaming the confines of the latter are a variety of creatures who take special handling. During my nearly 40 years in nonprofit hospital fund-development, I often worked with continuing education types who had a role of teaching patients or staff, often both.  In recent years, these careers have evolved and are now known as chief learning officers (CLO). Whatever you call them, these are vital players going about the task of continuous quality improvement (CQI) for organizations all over the world. As you will note in the post, even after 3.5 years of living in a homeowners association (HOA), I have yet to find the CLO for wither the local community or any of the communities served by our management company.  This is not to say that such a person does not exist, if they do, but it does say that their presence is not obvious.
