▶ Because a mediation agreement (voted and added to the CC&Rs in 2014) requires such as a successful effort to resolve a prior dispute about the issue.

▶ The homeowner vote regarding any regular or special assessments, of course, means that the issue put to a vote (in this case, EQI) has been discussed and fully vetted during general (open) sessions of the HOA board. Why would this not be a best policy?
